Unveils Developer Certifications for .NET
|

Microsoft has
released official details on its .NET certifications: Microsoft
Certified Application Developer (MCAD) for Microsoft .NET and
Microsoft Certified Solution Developer (MCSD) for Microsoft
.NET.
With this development, Microsoft has announced the creation
of a new certification, the Microsoft Certified Application
Developer (MCAD). To earn an MCAD, candidates will have to pass
two core exams and one elective exam. Candidates looking to
earn the MCSD.NET designation will have to pass four core exams,
and one elective exam.

Action
Telecoms donates GSM phones to police
|
|
Action Telecoms,
the NGO promoting Telecommunications in Nigeria, has donated
10 Global System for Mobile Communication (GSM) mobile telephone
sets to the Nigeria Police Force (NPF).
The Chairman of the organization, Mr. Okey Dimoji, said the
donation was only a gesture and commitment of the company towards
enhancing the performance of NPF and also improving telecommunication
services generally in the country.
He explained that one of the objectives of Action Telecoms is
to make telecommunications service available and affordable
to the masses and those in essential service.
According to Dimoji, Action Telecoms also has plans to build
telephone booths in some public places like Local Government
offices and General Hospitals among other, in order to enable
more Nigerians make cheap calls.
Responding, the Commissioner of Police, Mr. Mike Okiro, expressed
appreciation to the organization for the donation, adding that
apart form Econet Wireless, no other organization has given
the NPF as much as 10 handsets. Furthermore, he said the donation
came just at the nick of time as the Nigerian Telecommunications
Limited (NITEL) has disconnected the lines in the control room
thereby making it difficult for them to receive distress calls.

Kano
to computerize 30 schools
|
|
At least 30 secondary
schools in Kano State of Nigeria are to be equipped with computer
before the end of the year as part of plans by the state government
to introduce computer education in post-primary education into
the state.
The Kano State Commissioner for Education, Alhaji Usman Alhaji,
said his ministry had placed an order for the supply of computer
for the affected schools.
He said the state government had already established three centres
equipped with necessary facilities for efficient data storage
at the Kano Education Resource Department of the State University
of Technology (KUT), Wudil and Kano State Polytechnic.
Pledging the state government's determination to put the state
in the forefront of computer literacy in the country, the commissioner
said the proposal would be sent to the state governor Dr. Rabiu
Musa Kwankwaso, for assent once the 2002 budget is passed by
the state Assembly.

NDI's
Information Technology Development Support for Nigeria National
Assembly
|
|
In March 2002,
the Nigeria National Assembly, in conjunction with the National
Democratic Institute for International Affairs (NDI), will launch
an online and fully networked computer research center that
will offer Assembly Members and staff an unprecedented opportunity
to conduct critical research on key legislative issues, share
information, and develop IT skills in a state of the art environment.
The computer center is first phase of an NDI- assisted comprehensive
information technology (IT) modernization program that seeks
to transform the Assembly into a technological leader and trendsetter
among Nigerian governing institutions and African legislatures
in the 21st century.
The project is a component of NDI's broader efforts enhancing
the Nigeria National Assembly's capacity to serve as an effective,
co-equal branch of government. By enhancing the administrative
efficiency and research capacity of the institution, the project
seeks to improve the Member's ability to fulfill their constitutionally
mandated duties to represent the interests of the people, oversee
the activities the executive and judicial branches, and pass
quality legislation - ultimately helping to consolidate Nigeria's
nascent democracy.
The launching will be the culmination of over six months of
strategic planning and careful preparation that has involved
the organization of study missions for Members and staff to
the Parliament of south Africa to observe first hand modern
parliamentary IT systems and to interact with their legislative
counterparts on IT development issues, the creation of a multi-partisan,
ad-hoc Joint IT Development Committee to advise on and facilitate
IT decisions for the Assembly; and the drafting of a comprehensive
IT development blueprint and policy for the National Assembly.
To seed this long-term process, NDI will also install a modern
'data center' that will provide networking capacity for the
entire National Assembly's complex and establish a solid foundation
for future IT growth. The Assembly's Computer Services Unit
will manage the data and computer centers, while the development
plan will be driven and implemented under the leadership of
the Joint Information technology Development Committee and the
Office of the Clerk of the National Assembly through its Planning,
Research and Statistics Department (PRS), both with the ongoing
technical assistance of NDI.
The IT project is funded by a grant form the United States Agency
for International Development (USAID) and developed in collaboration
with the International Republican Institute (IRI).

Twists
and Turns in Nitel's Privatization
|
|
The Federal Government
of Nigeria has decided to grant Investors International Limited
(IIL), preferred bidders in the sale of 51% equity in Nigerian
Telecommunications Limited (Nitel), a six week grace period
for the payment of the $1.185 Billion balance on the $1.1317
Billion offer price for the enterprise. The IIL consortia who
had earlier met the December 12, 2001 deadline for the payment
of the initial 10 percent of the purchase price were expected
to have made payment by noon on February 11, 2202. But instead,
IIL requested for a six week extension from the National Council
on Privatisation (NCP) citing various reasons.
Telnet Nigeria Limited, reserve bidders for the 51% equity in
Nitel, were approached but the declined to enter into negotiations
for the acquisition. In a strange turn of events, NCP had no
choice but to accept IIL's plea for an extension. IIL is expected
to make payment by end of March 27, 2002.

Nigerian
Government extends deadline for Telecom bids, opens information
pack on fixed wireless access
|
|
The Federal Government
of Nigeria has extended the deadline for the submission of applications
by prospective bidders for the Second National Carrier from
February 2002.
Disclosing the decision, the National Communication Commission,
(NCC) in a statement said, "the NCC has extended the deadline
for submission of applications by prospective bidders for the
license of the Second National Operator (SNO) from February
20 to March 26, 2002.
The statement which was signed by NCC's Head of Public Affairs
Mr. Dave Imoko noted, "the Board of the Commission took
this decision at its meeting on February 11 2002 in order to
give prospective bidders adequate time to prepare their applications
for the SNO".
In another development, the information memorandum for the provision
of Fixed Wireless Access (FWA) Telecommunications Services in
Nigeria has been released on the Nigerian Communications Commission
(NCC) website.
In a statement from NCC, stated, "in July 2001, the Nigerian
Communication Commission published an initial consultative document
in response to numerous demands for spectrum by potential users
and operators of Fixed Wireless Access (FWA). The purpose was
to receive comment and inputs to the licensing process of the
proposed Fixed Wireless Access Spectrum." The statement
added that based on comments from players and interested parties,
the NCC, in addition to conducting a market and technical analysis,
had developed and published the Information Memorandum licence

Wireless to boost rural telephony, Open New office
|
|
STM Wireless,
an American-based company, in conjunction with BT Limited, a
Nigerian company, has concluded plans to deploy satellite telephone
services to the rural areas of Nigeria.
The system allows telephone facilities to be deployed to very
remote locations through the use of VSAT. This disclosed recently
by Mr. Brian Ayres, Engineering Director, Africa, STM Wireless.
According to him, the focus of their project is the rural populace,
which accounts for over 80 per cent of the Nigerian population,
that is not well served by the Global Systems for Mobile communications
(GSM).
Rural telephony products will bring telephone and Internet to
areas, where services were previously not available through
satellite technology.
According to Ayres, most of the sales of STM come from Africa
because the company provides solutions to telecommunications
in underdeveloped countries. He disclosed that the STM provided
rural telephone for Bolivia.
Similarly, Chairman, BT Limited, Mr. Michael Osime, disclosed
that a similar scheme had been done earlier in a local government
in Benue State, where it deployed 10 lines from Lagos to the
village.
In another development, STM Wireless has announced that it would
establish a new regional office in Nigeria for sales and technical
support to its customers, and distributors.

Government Implements "Computer in Schools" Initiative
|
|
The Federal Government
of Nigeria has just inaugurated an 18 member Implementation
Committee on the Computer-in-Schools programme. This in line
with the government desire to promote computerawareness and
usage by starting from the schools. The committee was inaugurated
by the Education Minister, Prof. Babalola Borishade. According
to Borishade, teacher education was being oriented toward the
use of new ICTs. "Equally, a digital library project is
underway. In addition, the national Open University is expected
to go on stream soon while Open School and Open Polytechnic
are also in the pipeline." These, he added, are being done
to make ICT a practical reality in Nigeria's educational system.
The committee membership cuts across representatives of the
West African Examination Council (WAEC), National Examination
Council (NECO), Nigerian Educational Research Development Council
(NERDC), Information Technology (Industry) Association of Nigeria
(ITAN), School Net Nigeria, Education Trust Fund (ETF), National
Council for Colleges of Education (NCCE), Education, and Science
and Technology Ministries, the Ministry of Communication, among
others.
The committee's terms of reference include: o to work out the
modalities for introduction of effective computer education;
o to establish and equip resource centres in 37 locations; one
in each state and the Federal Capital Territory. Existing possible
facilities should be inventorised in order to guide choice of
decisions in the location of the centres; o to identity and
train in collaboration with appropriate bodies, the different
categories of personnel required for the projects e.g teachers
of IT in schools; managers of the resource centres where capacity
building programmes/courses will be offered etc and the number
and sources of prospective trainees; o evolve strategies for
factoring into the programme, IT skills acquisition for those
with some qualification and upgrading of skills for those who
are just at the computer proficiency/appreciation level; o develop
or adopt or adapt the following resource materials: i. curriculum
for the capacity building courses to be offered at the resource
centres and the schools, ii. IT teaching and learning materials
(software etc) for; use in schools, and for use in training
the Trainers' Workshops. In addition, the Implementation Committee
is required to: assess/evaluate and certificate instruments.
This should be done in collaboration with appropriate experts.
o evolve strategies for linkages between Schools Net, the Open
and Distance Learning Scheme, and the Virtual library; o make
the necessary contacts and arrangements with the Ministry of
Communication for Internet connectivity facilities, air time
etc; o work out cost sharing strategies between the various
stakeholders (fed. state, LG, beneficiary, organised private
sector, NGOs); o sequence the activities involved and attach
a time frame to each activity; and o report progress made to
the HME fortnightly.
According to Borishade, the principal partners are the Ministries
of Education and Communication who must cooperate effectively
to ensure success. "The education sector would give the
direction, develop contents and ensure the use of the technologies
both in ICT aided teaching and learning and in institutional
administration etc, as well as ensure quality control. The communications
sector on the other hand, is required to play a principal role
in the provision of infrastructure, in particular, in the area
of accessto affordable bandwidth, i.e connectivity for schools."

Jalingo, the capital
of Taraba State in Nigeria has joined states capital with digital
telephone exchanges. This is part of the six billion-naira digitalization
project for seven states capitals. According to Nigerian Telecommunications
Limited (NITEL, the Jalingo project is part of NITEL's efforts
to modernize and expand the modernize and expand the country's
telecommunications network.
Other beneficiaries of the project are Lokoja (Kogi State),
Damaturu (Yobe State), Umuahia (Abia), Abakaliki (Ebonyi), Lafia
(Nasarawa) and Owerri (Imo).
The Jalingo digital telephone exchange has already been introduced
into the nation's telecommunication network, with an initial
capacity of 2,500 lines.
"With the digitalization of the exchange, subscribers in
the city will now enjoy more efficient telecommunications services
in addition to other value added services, such as international
direct dialing, abbreviated dialing call blocking and caller
identification.
Also, with the digitalization of the exchange, the former 5-
digit numbering sequence will be changed to a 6-digit sequence
by the introduction of the prefix "2" at the beginning

Nigeria
to produce 500,000 IT professional
|
|
In order to meet
the challenges in the Information Technology (IT) industry,
the Federal Government is aiming to produce 500,000 IT professionals
before May 2003.
This was made known by the Minister of Science and Technology,
Professor Turner Isoun, at the West Africa Internet Options
and Solution seminar, which held in Lagos recently.
He said the 500,000 IT professionals would be produced through
the joint efforts of the federal government and private sector.
While noting that there was need to re-engineer the educational
system, he said government was working towards organizing training
programmes and workshops for Nigerians. This according to him
would be utilized to provide new job opportunities in the IT
sector.
Though Nigeria is starting late in its drive towards IT, the
Minister believes the country would soon catch up with the global
trend in the industry. Isoun while delivering a keynote address
at the seminar informed the audience that government was also
planning to employ the emerging technologies of the satellite
communication, wireless technology and optical fibre to provide
universal access to IT.
Government plans to develop a National Infrastructure Backbone
(NIB) through joint venture collaboration with the private sector.
The aim of the NIIB would be the empowerment and enlightenment
of rural communities with respect to information technology.
According the Minister the responses to the National Information
Technology Development Agency (NITDA), which has been charged
with the handling and implementation of IT policies in Nigeria,
has been very encouraging from the international community,
embassies and the private sector.
He noted that the agency is currently considering proposals
submitted by various organizations for the implementation of
the National IT policy."

Firms eye CAC's IT contract
|
|
The Corporate
affairs Commission (CAC) last week opened the Expression of
Interest (EOI) of about 75 information technology companies
in Nigeria wishing to bid for its "CAC Online System"
project. The shortlist of the firms to be announced in a few
weeks.
The CAC said the project would position it as a modern and
effective organization. It will also "facilitate smooth
distribution of information within the commission using powerful
micro computers and workstations at various locations spanned
by the organization all over the country."
The project is a turnkey involving development of applications
for the internet. It will allow the lawyers and accountants,
who besiege the commission in their hundreds on daily basis
for registration of companies in Nigeria, to do this online
from their respective office, by logging onto the commission's
website.
Under this arrangement, each of the commission's clients would
have to maintain an account with CAC to enable them to work
with it anywhere in the world. The commission believed to lack
proper record keeping, which largely accounts for its inefficiencies
over the years. Loss of some of the bids also relate to the
poor record keeping in the CAC which informs the IT project.

bank, First Bank PLC, has just launched a new product targeted
at the emergent and growing GSM market in Nigeria. The new product
is available to three categories of people, which are those
who operate accounts with the bank; entrepreneurs that have
account relationship with the bank; and corporate and public
sector group employers with or without account with the bank.
According to the bank's sources, the bank will either finance
part of GSM phone - the SIM Card or the whole package with a
minimum of N15,000 loan and the maximum of N100,000 per unit
payable over a minimum period of six months with the option
of six-monthly or two quarterly fixed installment payments,
at competitive interest rate.

The Joint admissions
and Matriculation Board (JAMB) for university admission in Nigeria
has just a website. The site would not only enable candidates
get all the required information about the board's examination,
but would also enable them to check their results online free
of charge.
With this new development, candidates for University Matriculation
Examinations (UME), can easily check for their scores on the
website, once the release of results had been officially announced.
Disclosing the details in Lagos, Nigeria, JAMB's Registrar,
Prof. Bello Ahmed Salim also said that another innovation JAMB
Online which would enable candidates without access to the Internet
check their result immediately they are released, will be available
soon. For this, however, the candidates would be required to
pay a token fee.
The JAMB Online concept consists of a PIN Card, which the candidate
would purchase in order to have unrestricted access to the board's
computers.
Once the PIN card is purchased, and scratched, the candidate
would be required to enter the numbers on the card, using the
telephone. Once this is done, the candidate would then be required
to enter his or her registration number after which his or her
score in each subject taken would be revealed.
JAMB intends to provide several telephone numbers, which would
be linked, directly to its computers that would be ready to
reveal scores round the clock.
Although, authentic result slip would still be sent to candidates
as usual, this new innovation is intended to save thousands
of candidates the agony of visiting JAMB offices nationwide
each time results are released. The idea is that, from home,
a candidate can easily know his or her score by either using
the PIN card or checking JAMB's website.

Union Bank Branches now online
|
|
Twenty branches
of the Union Bank of Nigeria Plc now perform on-line and real
time banking business and transactions.
According to the bank's Assistant General Manager, Corporate
Affairs, Alhaji Kabir Dangogo, the branches, include: Ikeja,
Victoria Island, Marina, Moloney, Stallion Plaza, Broad street,
Apapa-Wharf and Apongbon, all in Lagos.
Others were UAC and Abuja Main, both under the Abuja Area Office:
Trans-Amadi, Nnewi and Kingsway in the PortHarcourt Area; Warri
and Mission Road, Benin Area; Onitsha and Garden Avenue, Enugu
Area; Bank Road, Ibadan; Kaduna, PortHarcourt, Benin, Ibadan
and Lagos," he further stated.
Furthermore, the bank is planning to increase its capital base
from N1 billion to N3 billion. According to Dagogo, the new
capital base will place the bank as one of the most capitalized
banks in the country, thus enhancing its competitiveness in
the money market

Egbejiogu Chibuzor was given the star prize of N1 million in
the promotion raffle draw held last month by ValuCard of Nigeria
Plc
Chibuzor had bought the card that won her the prize at Guaranty
Trust Bank Plc.
The runner-up prize of N500,000 went to Toluwaleke Ademosun,
who also bought the winning card at Guaranty Trust Bank, Nigeria.

Nigeria's
National Virtual (Digital) Library project Approved
|
|
Nigeria's National
Virtual (Digital) Library project, worth N2.56 billion that
will promote access to books and other materials through internet
was approved by the council. The digital project of the Federal
Ministry of Education to be executed through the National Library
Board and the National Universities Commission is in three phases.
The first phase (2001-2003), worth N898.61 million will be centred
in nine universities. The second phase (2003-2007) will cost
about N323 million while the third which is worth N1.35 billion
will be implemented between 2007 and 2010. The nine universities
that will benefit from the first phase include Ahmadu Bello
University, Zaria; Federal University of Technology Yola; University
of Ibadan; University of Nigeria Nsukka and University of Port
Harcourt; Usman Dan Fodio University of Sokoto; Obafemi Awolowo
University, Ile-Ife and the University of Calabar.

Launches Nigeria's first WAP Service
|
|
Mtech Communications,
Nigeria's premier mobile application technology firm, in partnership
with MTN Nigeria, has announced the launch of the Mlife mobile
Internet service, the first of its kind in Nigeria. MLife, which
is currently available on MTN's network, uses WAP and SMS technology
to allow GSM users with WAP enabled handsets to check their
Yahoo, Onebox and Hyperia email accounts. Mlife also provides
access to news, forex rates, stock quotes and job vacancies.
MLife users can also gain access to Eurosport news and reports
from the Wall Street Journal from their GSM handsets.
Through its partnership with Gemcard, MTech will also be launching
products that allow a user to top up their airtime via WAP and
SMS with payment directly coming out of a user's bank account.
Users are also able to check their account balance and verify
the status of transactions. Other services that are included
in MLife product are: Information services and Business directory
listing; Seminars and Event information; DSTV channel guide;
Mobile Banking; Ring tones and Logo via SMS
All that is needed for the MLife service is a WAP enabled GSM
handset and subscription to the MLife service.
To subscribe to MLife an interested MTN user would go with their
handset to one of MTech's dealers or directly to MTech to have
their WAP enabled handset configured for the service.
Subscription to the service costs N6000 per annum.

The release date
for Microsoft's exam for the new Microsoft Certified System
Administrator (MCSA) certification is January 22, 2002. The
Exam 70-218, Managing a Microsoft Windows 2000 Environment,

Founder points the path to tomorrow's information technology
|

According Leo
Stan Ekeh, the Founder of Zinox Technologies, manufacturers
of first made-in Nigeria computers, Nigeria's greatness derives
more from her diversity than from the quantum of her resources
- diversity in resources, culture, climate, ecosystem, etc.
In his New Year message to Nigerians he lamented that these
unique attributes have not been put to good use by Nigeria.
The image of the "fumbling and wombling" giant still
persists.
He asks: What went wrong, how and when? He believes that the
rot crept in the early 70s during Nigeria's oil "boom".
Ekeh strongly believes that those at the helm of affairs in
Nigeria mismanaged both the windfall and the economy. The focus
was mainly on foreign consumption and external borrowings.
There was no plan or concerted effort to use the oil windfall
to diversiry the ecomonic base or invest in productive capacity.
According to Ekeh, Nigeria at 41, must face with the challenges
of 'Information Revolution'. After the years of military rule
and decay, there is now a National Information Technology (IT)
Policy. He sees a dividend of the National IT policy as the
establishment of a Computer Assembly Plant for the production
of the second internationally certified branded computer systems
in the whole of Africa by Zinox Technologies.
However, he cautions that the enabling environment and infrastructure
must be addressed quickly by government. He believes that the
way forward is to create an enabling environment for Nigeria's
core competence in Information and Communications Technologies,
which he believes are in Software innovation and development.
He encourages the fabricating and deploying made-in-Nigeria
computers and software.
He cautions further that now is the time for the Nation to redefine
its attitude to IT development. In his view the nation will
succeed if it succeeds technologically.
He concludes that though Nigeria lags behind in the digital
race, allocation of resources for IT in educational institutions
and resource centers could provide opportunities to create IT
technicians on a mass scale. He believes Nigeria must aspire
to be one of the global IT knowledge powers to remain competitive
in today's global market place.

Microsoft Raise Exam Prices
|
|
As from next month,
February, 2002, CompTIA is raising the prices on its certification
exams. In North America, A+ exams will increase to $89 USD for
CompTIA members and to $139 for non-members. Other CompTIA exams
are increasing to $149 for members and to $199 for non-members.
As well, this month there increased pricing for Microsoft exams
starts. All MS exams are now going to cost $125 USD each, which
is up from the previous price of $100.
