An Information Technology policy that is built on reliable human resources and infrastructure constitutes the fundamental tool and means of assessing, planning and managing growth with the ultimate goal of attaining sustainable development.

The desire to respond to global challenges in Information Technology in order to be properly integrated into the Information Technology age and bridge the digital divide informed the choice of this year's theme.
